Colleen D. Brennan, Esq.
Colleen D. Brennan is the Vice President, Chief Compliance Officer at Horizon Blue Cross Blue Shield of New Jersey (Horizon BCBSNJ), the state’s oldest and largest health insurer, and a non-profit health service corporation serving approximately 3.6 million members. Ms. Brennan was appointed Vice President, Chief Compliance Officer in June 2011 and has responsibility for managing the compliance function, staff, policies and programs, at both the enterprise and divisional levels. Ms. Brennan’s responsibilities include, among other things, providing an aggregated view of the Company’s compliance risk exposure and developing an integrated approach to managing those risks, conducting oversight and monitoring of the implementation of compliance initiatives and remediation programs, developing and implementing practices that drive change and reinforcing the culture of compliance in the organization. Ms. Brennan’s compliance responsibilities include all aspects of the Company’s business including operations, health care management, administration, human resources, sales and marketing, and information technology. Ms. Brennan is a member of the Horizon BCBSNJ Corporate Compliance and Integrity Program Committee. She also serves as Assistant Secretary to Horizon BCBSNJ’s and its subsidiaries’ Boards of Directors and Committees.
Prior to June 2011, Ms. Brennan served as the Vice President, Legal Affairs, and had responsibility for, and managed many aspects of, the legal affairs functions of the organization. She advised senior management on state and federal legislative and regulatory issues relating to insurance, managed care, health maintenance organizations, pharmacy, litigation and corporate compliance.
Prior to joining Horizon BCBSNJ in 2001 as Assistant General Counsel, Ms. Brennan served as Assistant General Counsel at Prudential Financial, Inc. and, upon Prudential Financial’s sale of its health care unit to Aetna, Inc., served as Counsel at Aetna, Inc. Ms. Brennan began her legal career working in private practice at Lindabury, McCormick & Estabrook where her interest in health care law began.
Ms. Brennan received her BSBA cum laude in Finance from Georgetown University and her JD from Seton Hall University School of Law, where she was the Notes and Comments Editor of the Seton Hall Law Review. Ms. Brennan is a member of the Georgetown University Alumni Admissions Program.
